հրաժարականին: Այս մասին, ինչպես դեպքի վայրից հաղորդում է ԱրմԻնֆո գործակալության թղթակիցը, այսօր նա հայտարարել է Ազատության հրապարակում ընթացող կենսաթոշակային կուտակային պարտադիր համակարգի ներդրման դեմ հանրահավաքում:


 


Նրա խոսքով, հասել է վճռական գործողությունների ժամը,  քանի որ քաղաքացիական նախաձեռնությունը, ինչպես
նաև քաղաքական ընդդիմադիր ուժերն արդեն ունեն բավականաչափ կամք, որպեսզի պայքարեն
հանուն Հայաստանի Սահմանադրության: «Մենք հանդես ենք գալիս իրական իշխանությունը
ժողովրդին վերադարձնելու օգտին: Այսօր հասել է ժամը: Մենք պետք է հասկանանք, որ
միայն պահանջներով իշխանությունը զիջումների չի գնա: Անհրաժեշտ են հստակ
քայլեր»,-հայտարարել է Հովհաննիսյանը:


 


Նա «Դեմ եմ» շարժմանը կոչ է արել մարտի 28-ին, անկախ այն բանից, թե ինչ
որոշում կընդունի ՀՀ Սահմանադրական դատարանը կենսաթոշակային պարտադիր համակարգի
ներդրման առնչությամբ, «վայր դնել բոլոր պաստառները և վերցնել Հայաստանի
դրոշները»: Նա ընդգծել է, որ նախատեսում է մարտի 28-ին ժամը 17:30-ին Ազատության
հրապարակում նախաձեռնել զանգվածային միջոցառում: Հովհաննիսյանը գտնում է, որ
կենսաթոշակային բարեփոխումների դեմ նախաձեռնությունը դեպի վար ընթանալու իրավունքը
չունի: «Մեր ընդհանուր նպատակը անկախ և ինքնիշխան Հայաստանն է, առանց Սերժ
Սարգսյանի»,-հայտարարել է նա:


 


Այնուհետև ելույթ է ունեցել նախաձեռնության անդամ Դավիթ Մանուկյանը,
հավաքվածներին տեղեկացնելով, որ մարտի 28-ին «Դեմ եմ» նախաձեռնությունը կանցկացնի
իր միջոցառումը, որի մանրամասների մասին կհայտվի ավելի ուժ:


 


Հավելենք, որ Ազատության հանրահավաքին մասնակցում է 5-6 հազար մարդ: Այստեղ են
նաև Հայաստանի խորհրդարանական ոչ իշխանական 4 խմբակցությունների` Հայ Ազգային Կոնգրեսի, «Դաշնակցություն», «Բարգավաճ Հայաստան» և «Ժառանգություն» կուսակցությունների ներկայացուցիչները:


 



Հիշեցնենք նաև, որ ՀՀ Սահմանադրական դատարանը հունվարի 24-ին կասեցրեց «Կուտակային կենսաթոշակների մասին» ՀՀ օրենքի որոշ կետերի գործողությունը, մինչև օրենքի 8 հոդվածների սահմանադրության հետ համապատասխանության հարցի քննարկման ավարտը: Մասնավորապես, կասեցվեց է օրենքի 76 հոդվածի գործողությունը, որով պատասխանատվության միջոցներ էին նախատեսվում կենսաթոշակային վճարների չկատարման կամ ուշացման համար, ինչպես նաև 86 հոդվածի երրորդ մասի գործողությունը, որի համաձայն, կենսաթոշակային կուտակային պարտադիր կոմպոնենտի մասնակիցները պետք է ընտրեն կենսաթոշակային հիմնադրամին և կառավարչին: Գործի դատավարությունը կավարտվի 2014 թվականի մարտիւ 28-ին:
